Probably because the firmware in the V2.0 Velbus dimmers is very different to V1 hardware.
For example, VMB4DC is a V1 module, whereas
V2.0 allows for many more features, however these advances can’t be added to V1 firmware.
But, remember that a golden rule for Velbus is that every bit of hardware must be supported in Velbuslink and future modules, forever.
With VMB4DC, have you tried the Atmospheric Dim Value action ? (0214)

Action 0209 is a legacy action from the very first dimmer modules, that predate the firmware & functionality update that came with VMB4DC.
0209. Dim to set percent
Parameters:
Dim percentage
0 to 100%
Default value: 50%
This action applies to:
VMB1DM
VMBDME
The same logic applied at that roll out, as it does now.
Velbuslink will recognise EVERY Velbus module, regardless of age, forever.
But, still only ever get the functionality that the module has.
This is a business choice of Velbus that I respect and admire.
So many other manufacturers totally abandon older hardware when they stop manufacturing them.
Why did I want to use action code 209?
For the lighting in the bathroom:
• During the day = 100%
• At night = 20%
I have a virtual relay “VR-sleep” in the installation.
There is a switch by the bed that controls this virtual relay.
My intention was to program an action code 209 at 20% in the “VR-sleep” relay.
At “sunrise,” a second 209 would set it to 100%.
The bathroom switch would send a 304 (slow on/off) pulse.
I don’t have a PIR in the bathroom (it’s not possible because the shower is behind a wall, and the PIR wouldn’t detect someone showering).
But I respect the choice of Velbus
That all sounds perfectly fine.
Action 0214 will do all of that for you.
Only difference is you can have a timer on it too.
