Need hints for use velleman LABPS3005D 30V 5A

Hello!

I have a power supply velleman LABPS3005D 30V 5A and i received a documentation with it but there are just some commands for programing it(no explanation, no hint, nothing) . I tried to control it using PyVisa (standard python library) but is not responding anymore.

Could someone help me how can i control it? My purpose is to cut the voltage and turn it back to 12v again and again and again.
