Using a MK128 kit and associated PIC

Looking to use this basic MK128 as follows
1 Cascade 2 PIC16C505 to 32 ways
2. Drive a set of relays via transistor driver from the O/P
3. Program the PIC16C505 to deliver a 200mS on 5S off sequence

Any help of verifying this application and changing the mark/space ratio to suite application
