No, not directly. This card has no real communication protocol. If you want to control16 relays, you need 16 seperate voltage signals (TTL or CMOS level) or you can control them directly by means of an open collector circuit. Neither of them is available in Velbus unless you would use several 0…10 V converter to control this card but than you better can use the relays of Velbus itself.
